Juinn proposes that all formal relations between nations (and in some cases settlements) be regulated and officialized by the server Arbiter (curr. v1adimirr), a proxy of equivalent rank (anyone on the staff or a staff appointed figure), or a mutually agreed upon figure; in all cases the individual is defined as “Arbiter”.

This proposed system may help to encourage clear and consistant terms of international behaviour, give the staff the ability to more certainly intercede issues, and enhance the presence of server culture per the Oceanian Historical Society's mission.

The proposal would not alter a nation's ability to define, enter, or break a treaty, but in some cases would force the conditions to be registered.

• All treaties must be written out in an unsigned book, duplicated using the BookDupe mod, then individual copies signed by the leaders of the respective nations.
• These books will then be duplicated three times. Once for public viewing in the server archieves, twice (or as many times as needed) to give a set for the nations involved, and the originals will reside in the Arbiter's private library.
• Treaties officialized in this way are not legally binding until they have been reviewed and stored by the Arbiter or an equivalent proxy.
• Treaties formed this way are binding in all regards detailled inside of these books.
• Treaties formed in this way can be edited should all parties involved agree to the revisions.
• Treaties formed in this way may include, annexation, pacts, war-terms, trade/battle agreements, and any non-standard contracts.
• All treaties formed in this way should (but not, must) be reflected on the wiki.

Informal or “whatever” agreements may be made in any other fashion and on any issues save the following,

• Terms of Warfare
• Annexations
• The Creation of Unions

Following ratification these specific actions would have to be registered and defined in the method detailed here.
