+EU-style unions sounds nice. That's what I had in mind before Gorask joined you soviets, the large H-shaped building in gorask city was actually designed for that purpose. With such a union we could also distribute powers to different locations, like a congress, an administration and a surpreme court at three different member states.

+I like the idea of distributing important buildings between the cities, for the new capital city I have already planned a parliament building. We could use this as our congress hall. The H-shaped building could be used as the administration building and the court could be built in another member state.
