Presidency of the Republic of Ender

The executive power in the federal government is vested in the President of the Republic of Ender, although power is often delegated to Cabinet members and other officials. The President is elected by the people of the Republic of Ender.

The President is both the head of state and government, as well as the military commander-in-chief and chief diplomat. The President, according to the Constitution, must “take care that the laws be faithfully executed”, and “preserve, protected, and defense the Constitution”.

The President may sign legislation passed by Congress into law or may veto it, preventing it from becoming law unless two-thirds of Congress vote to override the veto. The President may unilaterally sign treaties with foreign nations. However, ratification of international treaties require a two-thirds majority vote in Congress. The President may be impeached by a majority of Congress from office by a two-thirds majority in Congress for “treason, bribery, or other high crimes and misdemeanors”. The President may not dissolve Congress or call special elections but does have the power to pardon or release criminals convicted of offenses against the federal government ( except in cases of impeachment ), enact executive orders, and appoint Supreme Court justices.

The President may appoint officials to oversee certain aspects of executive power at their leisure. The purpose of heads of cabinet departments is to advise the President.

The following is a blue print for reforms which I plan to issue after the second Commonwealth-Ender War upon acceding my role of head of the Eastern Commonwealth as my duty of Chief Justiciar of the Republic of Ender and the dissolution of the failed Reichsrat.

1. The Kingdom of Breshik and its subordinate puppet states have had a long track record of human rights abuses and an inability to function on the international stage. It is not my belief that the people of the Commonwealth are inherently flawed as Winterlyn does not act out in the same manner. The ruling class of the Commonwealth nations have shown time after time to be undeserving of trust. Under my supervision, research shall be under way to exercise reforms so that the Eastern Commonwealth's political process is open to every citizen, regardless of their previous social divisions. Whether this entails structuring the Commonwealth and its constituents as a Federal Republic or adopting structures of government similar to much more successful states that had a balance such as the Merchant Republic of West Rhodes whereby there is a bicameral legislature divided by an Upper House, the House of Lords and a Lower House, the House of Commons, remains to be seen. My past may make me partial to the Rhodesian system and see it in a favorable light, but I am welcome to suggestions from my President and the Speaker for how, exactly, the Eastern Commonwealth and peoples of Breshik should be governed.
2. The barbaric practices of Yevish slavery in the Eastern Commonwealth and the plight of the Yev cannot go ignored. Under my supervision, the Eastern Commonwealth shall cease this practice immediately and provide adequate access to the political process to their Yevish citizens.
3. Efforts shall be made to contact victims of the Eastern Commonwealth's politically aggressive actions on non-political players who have been landrun in order to return their property. It is inevitable that a nation such as the Commonwealth which almost all of the mods and political officers belong to would exercise political abuses on players which are not interested in political play and the status of the political map revealing approximately 1/8th of the server's total area being landrun speaks for itself.
