The below document is a work in progress, and denotes the future policies for the remainder of Condeurian law to be established on. The mandates described below are to be followed unerringly, and as faithfully as possible by governing peoples.

Forward

The people in the lands surrounding Fort Kick Ass and Prenhall shall from this point on, be gathered into a democracy for the purpose of providing order and safety, as well as a bond of nationhood. We bring this document into being for the purpose of not only establishing a nation, but also for providing structure to the governing members of said nation. This charter describes the processes involved with selecting officials, henceforth known as Councillors, as well as providing the ways in which they shall operate. Described below shall be the Councillors duties to this nation of Conduera, as well as its peoples.

Mandate 1

Council Positions

The following positions make up the possible roles of Councillors:

Grand Diplomat

The Grand Diplomat is a Councillor tasked with maintaining foreign relations, establishing treaties, negotiating peace, and otherwise performing diplomacy. The Grand Diplomat is also tasked with maintaining proper records on diplomacy and foreign events, which are to be stored in the National Archive (See Mandate X). In lawmaking, the Grand Diplomat should focus on what will further our diplomatic goals. The Grand Diplomat has the power to establish other willing citizens as lesser diplomats dedicated to another nation's foreign dealings, or another narrow subsection of diplomacy, if they so wish.

High Warden

The High Warden is tasked with upholding order and wellbeing of the Condeurian peoples. The High Warden must turn his interests primarily inward towards the people of Condeura, and recognize themself as both a protector of the people, as well as a judge to the people, for they must maintain citizens safety, in both freedoms and physical safety. The High Warden is also tasked with maintaining a proper records regarding criminal charges of individual citizens, as well as endeavors and measures taken to improve the safety of the Condeurian people. These records are to be kept in the National Archive. In lawmaking, the High Warden should focus on what most benefits the people of this nation. The High Warden has the power to establish willing citizens as lesser wardens for the purpose of having multiple people maintaining peace.

General

The General is tasked with matters pertaining to war and combat. They are charged with attempting to build an armory to arm the people in times of war, including enchantments and any other wartime necessities. They are to aid the Grand Diplomat on opinions regarding wartime diplomacy, as well as negotiating peace. The General is to keep a proper record on the the status of our armaments, our soldiers, and our defenses, and store them in the National Archives. In lawmaking, the General should focus on what certain laws and mandates will do to impact our wartime capabilities and vulnerabilities. He is also to focus on any decisions related to war, and give his valuable opinion on our capabilities in war. The General has the power to establish willing citizens as commanders for the purpose of having multiple people attending to our armory and preparations for war.

Chairman

The Chairman is tasked with the organization and monitoring of the Council itself. They must ensure that all rules regarding the Council are followed, as well as see to it that the Council is called together when need be, though other Councillors are certainly allowed to help. The Chairman is also to keep a proper record on the actions of the Council, including laws, which is to be kept in the National Archives. In lawmaking, the Chairman should focus on maintaining a balance in power within the Council, as well as upholding existing law, especially this document. The Chairman has the power to establish willing citizens as secretaries for the purpose of aiding in organization of the Council and the National Archives.

Mandate 2

Creation of Law

The words below describe the process that is to be taken by the Council in order to establish laws and other ordinances. They are to be followed by all Councillors, and the Chairman is to ensure they are upheld. This mandate is only to be altered in the most dire of circumstances, as it provides a limitation of power to the Councillors, and prevents shifts in power.

Law Proposal

Any Councillor may propose any kind of law, even if it does not pertain to their area of focus, as it is important for all Councillors to aid in all ways to the benefit of the nation. Upon the Chairman being notified of this proposal, the Chairman must call together a meeting of Councillors. The Councillors will then co-operate to edit the proposal into the desired final draft.

Law Meetings

Upon the Councillors being notified of a need to meet, they will discuss the matters pertaining to the law, including editing it and bringing up additional points regarding their approval or disapproval of the law. Any Councillor may at any time propose a vote. With a seconded call for a vote, one shall begin. Should the vote result in a tie, or have more than one undecided voter, the law will continue being edited. A Councillor may also call for a law to be tabled for a later date. With a seconded vote to shelf a law, the law will temporarily be shelved. A vote of 3 to 1 must be achieved in order to either pass or deny a law.

Mandate 3

Goals of the Council

The Council should strive to uphold the following virtues, and allow this document to guide them when deciding what types of laws should be passed into being. These are by no means strict choices, and are relatively up to interpretation, but the Councillors, especially the Chairman, should strive to ensure that these virtues are kept in mind.

Freedom

The Council should seek to maintain as much freedom for the Condeurian people as possible without allowing mayhem or harm to come to the people. There of course must be laws in place to ensure safety and comfort for all, but freedom is also crucial to the well being and happiness of the people.
